1. I just uploaded a picture over 400 pixels, if you see something other than 400 wide, it's because your browser hasn't rendered the image properly on the screen. Refresh and it should work. As for Neon, he uses some HTML coding, and his dimension set for his siggy in HTML isn't exactly 400. I don't think there's a limit for height.
2. I personally don't like it, if you want my honest opinion. I understand it's from Paint; I just don't like it too much (might be because I don't like that type of music as well, and I don't like the picture itself). I use Photoshop CS3. Practice makes perfect though, and if you can get a free program and start using it like Paint.net or GIMP, you're well on your way. Remember, layering is extremely important.
